Microsoft 365 Enterprise Licensing Guidance

Microsoft have updated the Microsoft 365 Enterprise Licensing Guidance website.

The refresh includes new references to AI Agent governance and Microsoft 365 E7, following its launch on 1 May, 2026. Newly added sections on the first page cover relevant licensing rules such as multiplexing, licence reassignment, and outsourcing. Alongside a couple of updated scenarios, there’s a sprinkling of amendments to the terminology throughout.

Modern Work Plan Comparison documents

The Modern Work Plan Comparison documents are updated for June 2026.

Both the Enterprise and SMB flavours feature a handful of small adjustments this month. The change logs point out the addition of the Entra Suite, which reinforces its inclusion in Microsoft 365 E7. However, since it was already in the comparison matrix, this introduces duplication and some conflicting guidance on what you can add it to. The Government documents are untouched for June, and there’s no new release of the Education flavour.

Modern Work Plan Comparison documents

There are updated (May 2026) Modern Work Plan Comparison documents for SMB, Enterprise, US Government, and Education customers.

It’s no surprise that most of the changes are to do with Microsoft 365 E7 and Agent 365 after their May 1, 2026 launch. In the Enterprise documents there are new sections added for Agent Observability, Agent Governance, and Agent Security making it easy to see which features are included in a Microsoft cloud subscription and which need Agent 365/Microsoft 365 E7 licenses. The SMB document has similar, but cut-down, sections added.

Microsoft Agent Factory

With the announcement of Microsoft 365 E7 there’s renewed focus on the Microsoft Agent Factory – a program designed for customers that want to rapidly scale AI adoption in their organisation. It combines the Agent Pre-Purchase Plan, Forward Deployed Engineers, and tailored role-based AI training.

Microsoft 365 E7

After much speculation, Microsoft 365 E7, also known as The Frontier Worker Suite, is official, with a GA date of 1 May 2026. It builds on Microsoft 365 E5 by adding Microsoft 365 Copilot, Agent 365, and the Entra Suite. With a standard monthly price of $99, three promotions are planned in May to coincide with the launch, offering discounts of between 10% and 20%. In line with the other Microsoft 365 licences, E7 will be available both with and without Teams.
