Microsoft 365 Enterprise Licensing Guide

There’s an updated (February 2026) Microsoft 365 Enterprise Licensing Guide. Although it’s designed to help you to see the difference between the Microsoft 365 plans, the chosen features listed are strange: Clipchamp and Loop are front and centre, with no mention at all of Power BI Pro and Teams Phone Standard… It’s a document that was useful when traditional, on-premises EA customers were first moving to Microsoft 365, and all the scenarios target this sort of customer. This version of the Licensing Guide sees the removal of the useful detail in the Extended Use Rights section, as well as the not-quite-so-useful, outdated FAQs.

Power BI Licensing Deck

Microsoft’s Power BI Licensing Deck is a useful resource for details on licensing across the Power BI portfolio: Power BI Pro, Power BI Premium Per User, Power BI Embedded, and Microsoft Fabric. We found the Fabric section particularly interesting with its pages on how Capacity Units (CUs) work and Copilot in Microsoft Fabric, as well as the licensing scenarios covering Power BI Premium and Power BI Embedded.

New Power BI Premium per user licensing option

Today, organisations using Power BI need to license all users who publish shared content with Power BI Pro licences, and then choose to license the consumers of that content with further Power BI Pro licences or subscribe to Power BI Premium which is licensed on a capacity basis.

At the September 2020 Ignite conference Microsoft announced a new Power BI Premium per user licensing option. This will include all the features of Power BI Pro as well as other capabilities only available in Premium today.

The public preview is planned to start in early November 2020 when the licence will be free, and GA is expected in Spring 2021 at a price to be announced.
