Impact on customers

Between October 1, 2023 and November 1, 2025, there were restrictions on purchasing the Enterprise plans with Teams included, but since then Microsoft reintroduced the choice to buy the suites with or without Teams.

As a record of what happened, this page outlines the history of the changes. The impact on customers was different depending on whether they were an existing customer or a new customer:

• Existing customers could choose to buy the original licenses that include Teams, OR the newly introduced (at the time) licenses that don’t. They had to buy the EEA licenses if they’re in the EEA or Switzerland

• New customers could ONLY buy the (no Teams) licenses for the Office 365 Enterprise and Microsoft 365 Enterprise plans. For the Microsoft 365 Business plans and the Office 365/Microsoft 365 Frontline Worker plans, customers could choose the original licenses that include Teams, or the newly introduced (at the time) licenses that don’t. They had to buy the EEA licenses if they’re in the EEA or Switzerland

So, the crucial point here was the definition of a new customer. Any customer that had any plan that includes Teams before the change date counted as an existing customer. Thus, for the EEA and Switzerland, if a customer had ANY of the licenses detailed here before October 1, 2023 then they were classed as an existing customer and could choose to continue buying any of the original licenses, or choose to buy the (no Teams) licenses for their region. They could have a mixture of licenses on their tenant. The same was true for the rest of the world, but the key date was April 1, 2024.

Once again, from November 1, 2025, these rules changed, and the choice became available to buy the Enterprise licenses with or without Teams.
