Setting up billing

Creating an Azure DevOps Services account is free. Within that account you have at least one Organization which is a mechanism for organizing and collecting groups of projects. An Organization could represent the whole company, a regional division, or a business unit, for example. Each Organization gets its own free tier of services which includes, for example, a certain amount of capacity for Azure Pipelines, Azure Boards, Azure Repos and Azure Artifacts, as well as the 5 Azure DevOps Services Basic plan user licenses, and unlimited Stakeholder licenses.

In common with the Visual Studio Monthly subscriptions, Azure DevOps Services licenses are billed through an Azure Subscription and so, when you’ve created an Azure DevOps Services Organization, an Azure Subscription needs to be associated with it before you can start acquiring Azure DevOps Services user or individual services licenses.
