Licensing users with Visual Studio subscriptions
All Visual Studio Standard subscriptions and Visual Studio Cloud subscriptions include an Azure DevOps Server 2022 CAL for the licensed user, and the rights to install the Azure DevOps Server 2022 product too. Note, however, that if a licensed user is a developer carrying out work as an independent contractor he can’t bring his own CAL to another organization – if he needs to access Azure DevOps Server in a customer environment, then the customer themselves must purchase and assign a CAL to the developer.
