Licenses with active Software Assurance acquired through any Volume Licensing agreement for the following products include this benefit:

You’ll notice that Windows Server 2025 is missing from the list above and, to confirm, it does not include this benefit.

Note that perpetual licenses acquired through CSP never include Software Assurance and are thus never eligible for this benefit. The Software Subscriptions for SQL Server 2022 do include some SA benefits, but not License Mobility through SA.
