Power Automate Process licenses

Overview

A Power Automate Process license can be assigned to a machine in the Power Automate portal, at which point it becomes an unattended bot. Each unattended bot on a machine can execute one unattended desktop flow run at a time. Thus, if a machine will need to run multiple unattended bots at the same time, then further Power Automate Process licenses need to be assigned to the machine. If a bot makes use of any of the components of Microsoft 365 E3, then the Microsoft 365 E3 – Unattended license must also be purchased. There’s a May 2025 Microsoft-produced Microsoft 365 Unattended License Overview licensing guidance document with a useful FAQ at the end which you might find interesting for further reading on this.

History

Prior to the launch of the Power Automate Process license in August 2023, organizations wanting to license an unattended desktop flow would have purchased a “Power Automate Unattended RPA Add-on” license. See the licensing prerequisites on page 8 of the May 2023 Power Platform Licensing Guide, and a useful licensing summary on page 11 which details all the legacy Power Automate licenses.
